What documents are required for the MPRP?

The documents behind each requirement, the certification and translation rules, and the mistakes that most often delay an application.

Grouped by purpose

Identity and civil status — certified full passport copies, identity cards, birth certificates, marriage certificate, every divorce certificate, change-of-name documents.

Good conduct — original police conduct certificates for everyone over 14 from the country of origin and every country of residence of more than six months in the last ten years; a sworn declaration that the information given is true.

Money — evidence of the €500,000/€650,000 assets, three months of statements for the paying account, the source-of-funds-and-wealth statement in Form MPRP2, employment evidence, and full company documents for any business owned in part or in whole.

Health — Form MPRP3 completed by a doctor; later, the health insurance policy and a declaration to cover uninsured local costs.

Family — Form MPRP4/4a for dependants, custody documents for minors, affidavits of dependency for adult children, parents and grandparents, medical certification for an adult child with a disability.

After approval in principle — the property deed or lease with the supporting items the Agency lists, the NGO donation receipt, insurance and payment confirmations.

Certification and language

Documents must be in English or accompanied by an authenticated translation. Certified copies are acceptable unless an original is required; certifiers must give their full details. Translations done abroad are apostilled or legalised; translations in Malta are by a registered translator. Affidavits are sworn in person — not by video call.

Frequent causes of delay

  • A missing police certificate for a country of past residence.
  • Divorce certificates omitted because the person has remarried.
  • Company documents missing for a minority shareholding.
  • A lease or insurance policy dated too early relative to the final submission (the Agency allows a tolerance of about three months).
