Payment stages
- On submission: €15,000 (within one month; the Agency may otherwise refuse the application).
- Within two months of the Letter of Approval in Principle: €45,000 balance of the administration fee, plus €7,500 for each adult dependant other than the spouse (adult children with a certified disability are also exempt).
- Within eight months of the Letter of Approval in Principle: €37,000 contribution; title to the qualifying property; the €2,000 donation; health insurance.
- When cards are issued: €500 residence card fee per person.
Property-related costs
The qualifying property is an investment rather than a fee: a purchase of at least €375,000 or a lease of at least €14,000 per year, held for five years. Purchase transactions in Malta also attract costs governed by other laws (duty on documents, notarial fees, the Acquisition of Immovable Property permit where required). Those are not MPRP fees and depend on the transaction; obtain a quote from a notary.
Professional and other costs
Licensed agents set their own fees; the Agency publishes no guidelines. Health insurance must be maintained for everyone on the certificate — the Agency FAQ quotes an indicative premium range of €250–€750 per person per year depending on age. Translations, apostilles and certified copies are additional.

Frequently asked questions
How much does the MPRP cost in government fees?
For applications under the current rules (Legal Notice 146 of 2025): a non-refundable administration fee of €60,000 (€15,000 within one month of submission and €45,000 within two months of the Letter of Approval in Principle), a government contribution of €37,000 whether you buy or rent, a €2,000 donation to a registered NGO, €7,500 for each adult dependant other than the spouse (adult children with a certified disability are also exempt), and a residence card fee of €500 per person for five years. On top of this come the property (purchase of at least €375,000 or rent of at least €14,000 per year), health insurance and professional fees.
Is the administration fee refundable?
No. The regulations describe it as a non-refundable administration fee. The Agency FAQ also confirms it is non-transferable to other programmes, such as a citizenship application.
How are the fees paid?
By direct bank transfer from the account declared by the main applicant in Form MPRP2. The Agency does not accept card payments, virtual payment platforms or cryptocurrency for fees and contributions (cards are accepted only for residence card processing fees).
