How does the Malta MPRP work?
The mechanics of the programme from first contact with a licensed agent to annual compliance — who does what, when money changes hands and what the Agency checks.
The four building blocks
The Residency Malta Agency describes the programme as "built on a combination of property, contribution and fee-based requirements": a property investment, a government contribution, an NGO donation and an administrative fee. Everything else — due diligence, deadlines, dependants, compliance — is the machinery around those four elements. [Residency Malta Agency (Government of Malta)]
Sequence
- Agent. You appoint a licensed agent; only agents can file applications.
- Submission. The agent files the complete pack. You pay €15,000 within a month. You may request a one-year temporary residence permit.
- Due diligence. The Agency and independent providers check everyone on the application; the Approvals Board must authorise.
- Approval in principle. You pay the €45,000 balance and €7,500 per non-exempt adult dependant within two months.
- Fulfilment. Within eight months: the €37,000 contribution, the property, the donation and health insurance.
- Certificate. Issued once everything is in place; biometrics in Malta; residence cards (€500 per person).
- Compliance. Annual monitoring for five years.
Money flow
All fees and contributions are paid by bank transfer from the account you declare in Form MPRP2. The administration fee is non-refundable even if the application fails; the contribution and donation are paid only after approval in principle.
What the Agency checks
Identity and civil status, the source of your funds and wealth, criminal record in every relevant country, sanctions and law-enforcement databases, health, and the genuineness of any dependency claimed for adult family members.
After approval
Keep the property, insurance and capital for five years, file the annual compliance form through your agent, tell the Agency about relevant changes within four weeks, and renew cards every five years.

How long does the MPRP application take?
The regulations set deadlines for the applicant (initial fee within one month of submission; fee balance within two months and property, contribution, donation and insurance within eight months of the Letter of Approval in Principle) but no statutory processing time for the Agency. The Agency says decisions are communicated within a reasonable timeframe commensurate with due-diligence checks. Any overall timeline you see elsewhere is an estimate.
Do I have to use a licensed agent?
Yes. The regulations require every application to be made through an agent licensed by the Residency Malta Agency. The Agency publishes a public register of licensed agents. Agents set their own professional fees.
