What is the Malta MPRP?

In one paragraph

The Malta Permanent Residence Programme (MPRP) lets a non-EU/EEA/Swiss national, together with their family, obtain the right to reside, settle or stay indefinitely in Malta in return for a property investment (purchase from €375,000 or rent from €14,000 a year), a government contribution of €37,000, a €2,000 donation to a Maltese NGO and a non-refundable administration fee of €60,000 — after passing a rigorous due-diligence process run by the Residency Malta Agency. What you receive

• A Residence-by-Investment Certificate that does not expire while you meet the conditions.
• Residence cards for every family member, valid five years and renewable.
• The right to live in Malta, an EU member state, and to travel visa-free within the Schengen Area for up to 90 days in any 180-day period.
• The ability to include your spouse, children, parents and grandparents on one certificate.

What it is not

• Not citizenship. Naturalisation is a separate, discretionary process after years of residence.
• Not a work permit. Employment requires a separate application.
• Not a tax scheme. Ordinary Maltese tax rules apply.
• Not automatic. Eligibility is decided by the Agency and its decisions cannot be appealed.

Who it suits

People who want a stable, long-term base in the EU without a minimum-stay requirement, and who can meet the capital-asset test (€500,000 including €150,000 in financial assets, or €650,000 including €75,000) and the ongoing obligations for at least five years.
