Regions and towns commonly considered by MPRP applicants, with lifestyle, transport and property-market notes — general information, separate from the official requirements.
The MPRP regulations set a single threshold for the whole of Malta and Gozo, so location is a lifestyle and investment decision rather than a compliance one. The Malta guide profiles each area. Below is a short orientation.
Sliema, St Julian's and Gzira — the densest, most international coastal belt with the broadest choice of modern apartments and several Special Designated Area developments.
Valletta and the Three Cities — UNESCO-listed capital and historic harbour towns, characterful townhouses and converted palazzos.
Central villages (Attard, Balzan, Lija, Naxxar) — quieter residential areas popular with families, larger houses with gardens.
North (Mellieha, St Paul's Bay, Mosta) — beaches, sea views and more space for the budget.
South (Marsaskala, Marsaxlokk, Birzebbuga) — fishing villages and coastal apartments, historically lower prices.
Gozo — slower pace, farmhouses and sea-view apartments, connected by ferry and fast ferry.
