St Paul's Bay is the administrative locality that includes Buġibba and Qawra. It has grown from a fishing village into the largest locality in Malta by population, with a long seafront, hotels, supermarkets, a health centre nearby and a mix of permanent residents and holiday-makers. Prices are generally lower than the Sliema area, which attracts both families and retirees.
